During the initial phases of development of the new South Maui Community Plan (SMCP), Kaonoulu Ranch and Haleakala Ranch approached the Kihei Community Association (KCA) with a proposal for a very large new development – Kihei Mauka – just mauka of Kaiwahine, Piilani Promenade and the High School. It spans about 600 acres and could ultimately include up to 1,500 housing units.
While initially skeptical, KCA met several times with the ranches and reached an agreement on policies for the project that would make the homes available to Maui residents as opposed to off-island investors, keep them affordable and build in significant fire protection and erosion/flood protection. There was a requirement for a wide green buffer just mauka of the development and for a road connecting to Veterans’ Highway – the Kīhei Mauka Road. The policies were adopted in the SMCP by the Community Plan Advisory Commitee – a volunteer group of 13 South Maui residents appointed by the County Council.
Then the SMCP went to the Maui Planning Commission (MPC) where the Planning Department recommended removing the affordability and safety requirements:
Unfortunately, the MPC agreed to remove the policies that would have made the large new area affordable and safe for its residents.
The DRIP committee of the Maui County Council will soon be starting to review the plan, as the next phase of the process. KCA will be following closely and participating in the discussions there and later in the full County Council. The schedule will be published here as it becomes available.
