The State Should Do Its Part In Flood Mitigation

The December 6 “Kona Low” storm brought a lot of mud down the slope into Waipuilani Gulch. The County has done a great job clearing out the mud so the gulch can absorb future floods and not spill over onto homes, streets and the ocean.

But wait, what is this mound at the north end of the gulch, at the underpass?

Wonder where the responsibility of the County ends and that of the State starts? Right here, with 2-3 feet of dirt that the State has still not removed in the six months since the storm. Flood protection only works if the State also fulfills its responsibility.
