I think one problem is perception. I have a long time friend that lives in Maui Meadows and has a cesspool, a very educated and intelligent person. I was discussing this and the question was “is it really a big deal, what’s wrong with cesspools?” More information targeted to folks with cesspools might help. I really think it’s one of those out of sight, out of mind type problems.
That is what KCA is doing by communicating directly with residents of Maui Meadows & proposing solutions
