Applications for Hale O Pi’ikea – Phase I

The affordable housing complex on Pi’ikea Avenue (Hale O Piikea) is scheduled to open this Summer. Applications are required for anyone who wishes to apply for a space in this new development. There will be a total of 90 units.

About the Property

Hale O Piʻikea Phase 1 is the first installment of a 100% affordable multi-family rental housing development located in the heart of Kīhei. As a key component of the larger Kihei Downtown Development, the project supports the County of Maui’s vision for a walkable, mixed-use community that promotes sustainable, healthy lifestyles for kamaʻāina families and kūpuna.

Phase 1 will deliver 90 new affordable rental units across two newly constructed four-story buildings. Its central location offers residents direct access to public transportation, healthcare, social services, shopping, restaurants, and employment hubs. The site is also connected to existing bike lanes and walking paths, encouraging alternative transportation and community connectivity.

In the wake of the devastating Maui wildfires—which displaced thousands and further strained an already limited housing supply—Hale O Piʻikea serves as a vital resource in the island’s recovery and resilience efforts. By providing long-term, stable, and affordable housing, the project directly supports families and kūpuna impacted by the fires, offering hope and a path forward for those most in need.

The broader Hale O Piʻikea development will be delivered in three phases, totaling 223 affordable rental units. With total project costs estimated at $135 million, the development has secured a combination of 4% and 9% Low-Income Housing Tax Credits (LIHTC), Rental Housing Revolving Funds (RHRF), and Hula Mae Multi-Family (HMMF) Bonds. Additional support comes from the County of Maui’s Affordable Housing Program and federal funding sources including HOME, HOME-ARP, and the National Housing Trust Fund.

Recognized as a Tier 1 priority in the County of Maui’s Affordable Housing Plan, Hale O Piʻikea is a cornerstone project in the collective effort to create 5,000 affordable homes in five years.
