1/20/15  ANSWER   Mahalo to HDOT. First a correction of terms, as we had the strip of state owned land running parallel to the Highway as “right of way,” but are advised it is a state owned parcel of land. But as far as what and why, we have it. Seems a Kaiola Pl resident issued a complaint and as result, area was staked out last week and HDOT maintenance crew will be installing No Littering signs and barriers to discourage the dumping and parking.  For years the land has been a haven for abandoned vehicles,IMG_9979 IMG_9982IMG_9978

 

various parts of vehicles, and assorted  smaller items of discard, required efforts of various agencies and individual volunteers to rectify and even improve the area by planting shrubs and trees, and moving large rocks into liner formations to obstruct vehicles. Meanwhile many residents use the land to perpendicular park private vehicles where driveway space is limited, and the rural road makes parallel parking a traffic flow impediment. It will be interesting to observe the outcome when barrriers are put in place.

WHASUP? 1/15/15 These markings are on Kaiola Pl in No. Kihei, about 20 yards apart, along the mauka side which borders the Pi’ilani Hwy right-of-way just South of Koki, for a stretch of about 200 yards. Each arrow points toward the state right of way, and about 3 yards from road edge is the other marking (some include stake in center)within the right-of-way.  For years the land has been a haven for abandoned vehicles, various parts of vehicles, and assorted  smaller items of discard, required efforts of various agencies and individual volunteers to rectify nad even improve the area bypalnting shrubs and trees, and moving large rocks into liner formations to obstruct vehicles.
